Afzal Hussain, a local resident of Kishanganj had become a 'poster boy' for offering 250 acres land to establish the AMU Special Centre in Kishanganj. However, just his declaration in April - May, 2011 he became a hated person among the anti AMU Special Centre leaders. On July 11 - 12, 2011 the AMU VC along with his team visited the land offered by Afzal Hussain on the guidelines of DM Kishanganj. AMU VC Prof. P.K.Abdul Azis and his team found the land suitable for the centre due to its location and well connectivity with Bagdogra Airport.
DM Kishanganj had earlier told to AMU VC that the land is non controversial and the govt would transfer the land to AMU within two months. The same DM later on denied to offer the land sighting it as "Lal Card" or "Bhudan Land". Afzal Hussain's land is encroached by tribals on the guidelines of a local political leader, and even his brother was attacked by them.
