RTI reveals Kishanganj MP received Rs. 679.50 lakh under MPLADs scheme, only 437.60 lakh spent

An RTI filed by Editor KBC (kishanganjbihar.com) before the Ministry of Statistics and Programme Implementation (MPLADS Division) says that an amount of Rs 697.50 lakh has been released to Kishanganj Member of Parliament (MP) Maulana Asrarul Haque Qasmi during 2009 to 2012 financial years. Out of the total amount sanctioned to Maulana Asrarul Haque Qasmi during the 15th Lok Sabha period, up to May 2012, 116 works costing Rs. 437.60 lakh have been sanctioned out of 130 works recommended by the MP. 



The Ministry of Statistics Member of Parliament Local Area Development Scheme (MPLADS) of the Govt of India enables the MPs to recommend works of development nature based on locally felt needs, with emphasis on the creation of durable community assets of national priorities such as drinking water, primary education, public health, sanitation and roads, etc.

Under the MPLAD scheme, funds from the ministry is directly sent to the nodal district authorities of the MPs who examine and implement the eligible developmental works recommended by the MPs and maintain details of individual works executed and amount spent under the scheme. The ministry only receives the cumulative information on the works recommended, sanctioned, expenditure incurred etc. through the monthly progress reports (MPRs).

The RTI reveals that Rs. 259.90 lakh was not spent till May 2012, although the district badly needs investment in almost all sectors especially in education, health and sanitation. Roads are of course in better condition now in most of the areas across the district, put the primary education and health are still facing lots of issues. The rest of the funds including the newly allocated funds from the Ministry of Statistics must be utilized by the Member of Parliament to serve the purpose of common people of the district.

  • Mashhud Alam .......................Steps of RTI........................................... Step 1: Application should be addressed to Public Information Officer (PIO) of concerned department. So, for example, if we want to get information from HUDA, Faridabad, then it should be addressed to Public Information Officer, HUDA, Faridabad

    Step 2: There is no prescribed format for writing your queries. Only requirement is that letter subject should start with :

    "Request for Information under Right To Information (RTI) Act, 2005" 

    Step 3: Frame your queries in points (recommended)

    Step 4: At end of letter, you should have a declaration
    "I do hereby declare that I am a citizen of India. I request you to ensure that the information is provided before the expiry of the 30 day period after you have received the application"

    Step 5: Fees: You can deposit fees by Postal Order (recommended) as it is cheaper or by Bank Draft. It should be in favor of Accounts Officer. For example, if you are writing RTI to NHAI, it should be Accounts Officer, NHAI payable at location of concerned department

    Step 6: Amount of Fees. For departments falling under Haryana Govt. like HUDA, DTCP, Haryana fees is Rs 50. For National/Central departments like NHAI, fees is Rs 10 only

    Step 7: You should sign the application and write your postal address

    Step 8: Send your letter by Registered Post only. No couriers.

  • Md Mudassir Alam Shakeb Alam bhai funds utilization needs proper monitoring, all the funds are utilized through the District Nodal Officer. It is possible only if the MP keeps vigil eye on same. Very sad to say the funds under MPLADS are meant for primary education, health and sanitation, but hardly you will notice any improvement in Kishanganj in these areas. Where the funds were used, Allah knows.

  • Manzar Habib Here we have got one side of the story only.Instead of abusing the MP straightaway his explanation in this regard should be incorporated.It should be brought to public notice whether the time period under which the allocated money ought to be spent has elapsed or there is still time left under the current financial year;2013-14.
    There might be some procedural and bureaucratic bottlenecks too.

  • Md Mudassir Alam Manzar Habib bhai four years is a long tenure, the problems in Kishanganj are similar like earlier during the tenure of other MPs. Funds are not being utilised properly, unless we would have witnessed betterment in major concerned areas namely Primary Education and Health & sanitation. Kishanganj need much more than only promises and media reports. This RTI is just an eye-opener, not at all a way to abuse hon'ble MP sahab. He is of course an accomplished religious personality, but politics and post of MP demands much more from him.

''requirement'' , ''estimate'', ''Urgency'', ''avoiding duplicacy of project'' , ''when the same job done last time'' , ''what is the estimate of similar job'' etc alongwith the MOST-IMPOTANT THING, that is ''BURDEN OF MAINTAINING HONEST-MP TAG '' .

  • Manzar Habib You are right Sahim.
    Here one is judged by the percentage of amount spent not the fruitful and priority- based work.
    The DM is given a pat in the back if he spends 90% of the funds allocated under MNERGS. It is to be seen to believe how the money under this scheme is looted from top to bottom and the money goes down the drain.
    But theDM and theBDOs are rewarded if they can show the targetted money spent on paper only.

  • Sahim Ahmed VERY SAD to see the the ''Filling-and-Digging'' works going almost in every city ''in the name of meeting expenditure-target'' ......... but, OK, at least, rural people getting employment.....

    actually, An Officer or an MP is not only meant for spending money ........ They ACTUALLY are supposed to RESEARCH on the ''Needs their Area'', Concieve an Idea for a Project, look for Capable Executers, Evaluate them honestly, publishing NITs, giving tenders, checking technical and commercial capabilities of Contractors and the FINALLY issue the Work Order .......... then again Monitoring work progress with Quality Audit .... WAGARAH WAGARAH .......... HENCE, 60% Utilisation honestly is considered to be an Optimally Best Performance ........

  • Manzar Habib Those who are at the helm of affairs are accountable and answerable to none. Everyone who matters is in co- hoots and is a party to this great loot.
    You as a concerned citizen can see that the road passing through your village is not made properly.There is no match between the work order and the execution by the contractor.You can not protest on the spot as you can be easily booked under the pretext of rangdari tax.Your complaint to the DM will go in vain as the person at the top has too succumbed to the money power.

  • Sahim Ahmed yes, manzar bhai ........ its difficult to make those on top accountable, if they dont want to be ........... they have many loop-holes to get out ......i have SOMETHING INTERSTING ......... one cousin Kauser Rabbani got an RTI report about Electricity-Status and one Culvert of our Village, Puranaganj (baisi, purnea... our MP is Moulana Sb) ................. Kauser got answer that ''On PAPER, culvert and electricity both existed in our village'' ..... and the fact is ''only few khambas have been there for many years.....No transformers.........nothing else....  ...... now, again he followed with another "Big Questionaire" ........ he was invitedd to Patna for meetings by RTI-ministry  ......... he never attended .... but still following them tightly............ NOW, HE HAS ''APPLIED FOR ELECTRIC CONNECTION'' TO HIS HOME and copy sent to RTI-ministry .......... lets see ..

    ....... anyway, MASHALLAH, now WE HAVE DEISEL-GENERATOR-BASED electricity and enterprenuers in our village

    It is very difficult to fight for an individual with an institution.
    I had the privilege to see your village recently.ln the 21st century diesel generated electricity is rather 2 steps backward.Will this generation too be compelled to study under kerosene lamps?

  • Sarshaar Mustafa Sahim Ahmed aur Manzar Habib bhai have raised some very genuine and practical points here. these are the points and places where common man gives up. But perserverance and consistency is something which prevails all odds. like as the world knows , even Mitti ka ghara bhi Patthar ko kaat sakta hai . so all we need is consistently fighting against such negative things with dedication, and definitely it requires a lot of sacrifice to fight for any good cause.

  • Sarshaar Mustafa about the money and expenditure , yes the objective should be about the good result and the benifit to the people and not the Expenditure itself just to show to Govt the activities on pen and paper. I think Five years is a very good time to do proper Planning and Execution by our MPs and MLAs . but may be local politics and slothful beaurocracy and corruption , come in between as a hindrance to the fruitful execution of any projects.

  • Sahim Ahmed Manzar bhai .....but, I would say,....... for our village, Education really paid us, in the form of these Enterprenuers,.......... these young men have got many ''kerosene-based'' generators also............ they maintain ''lines'' also ........... they take our subsidised kerosenes and give us 5 hrs of Evening Electricity for our kids' studies and running evening Aanganbari activities....... NOT A BAD WAY OF EMPOWERING A VILLAGE, i think......... If India can not produce ENOUGH electricity, so what ?? it can produce enough Enterprenuers to ''at least manage the show'' ................

  • Sahim Ahmed ....... we have COAL-SCAMS recently but NTPC plants have been running short of coal for long ..........the tragic fact is that INDIA is 70% ELECTRIFIED, but only towers and wires, which may be good enough for getting better MARRIAGE PROPOSALS.............but, No electric production and hence no actual electricity to Indians and Industries at the Time of Need ......actual electricity to ONLY 40 % of Indian Needs ...... Numbers are : 180,000 Mega watts Capacity but RUNNING at only around 60% ..................... NOW, we can easily KNOW, why we have so many POWER-CUTS  ...... .........

  • Mumtaz Naiyer I think our MP saheb should issue a booklet which should mention where he spent all these money and what developemental projects accomplished till date and it should be avialable in urdu, hindi and english, I think people can judge his performance in last 4-5 years as a MP, as many distinguished members of this forum put their arguments as money spent only should not be the criteria for his performance, I think its correct to some extent but he should also give justification why the remaining money was not utilized till date. MP saheb also should reveal If he has some small/big excecutable plans for the remaining period and I think this wil give an Idea to the electorate how good their MP is....I wish Md Mudassir Alam bhai, please forward this discussion to MP saheb through KBC or some other medium if possible....Regards.

  • Sarshaar Mustafa There r so many rickety wooden or bamboo bridges in our areas where people have no choice but to risk their lives for crossing over to their destinations. And there r so many roads in bad conditions giving pain to all kinds of commuters. Our respectable MP sb & MLAs should take up those projects. There r so many schools where the class rooms, water facility, sanitary or even office area are in a very bad condition. I believe the hospitals , bus stations , markets, village in-roads etc are also in very bad conditions . I think local people also can help our MPs & MLAs to Raise & Formulate & Execute plans to get all these things in better condition to improve on the daily life of the community in respective areas.

  • Sarshaar Mustafa Genuine , respectable local people sans politics should and can form committees or pressure groups to Identify areas needing development , then Raise the issue, and assist in the Formulation, Planning & Execution of the projects. MPs & MLAs can help in getting & allocating the required funds & be the interface , catalyst & driving force between the Govt officiaries & the public projects to make it initiate & get the kick-start but the people's committees can do the monitoring & observing that their own projects are happening & taking shape in reality . But the condition is we need genuine people sans politics for such developmental community works.

  1. we know Maulana is worse MP so far except AMU Kishanganj movement. He didn't show interest in any other work as expected. At least he should use all the allotted found and ask for more but there is what Maulana? we are really very sad. Muddassir bhai excellent you are doing gr8!
