Report Card! Kishanganj MP Maulana Qasmi completes four years! Hits and misses for him

Disclaimer - The report is just a critical analysis of Kishanganj MP Maulana Asrarul Qasmi's four year tenure. The author has picked few important areas and expressed his opinion based on the facts and statistics received from different sources. Nowhere this report card should be considered as a personal attack or biased approach towards MP of Kishanganj. Anyone disagreeing with the facts / points mentioned in the article can write-back to editor@kishanganjbihar.com with supporting documents. The author assures to incorporate those suggestions / feedbacks in the article.

This is May 2013, which is important for the people of Kishanganj district as the Member of Parliament (MP) Maulana Asrarul Haque Qasmi has completed four years. It seems four years (approx 1460 days) of Maulana Qasmi as MP of Kishanganj have passed in no time. Although the four years of Maulana Qasmi is not celebrated as UPA II government’s bash but this is really a matter of pleasure for Kishanganj MP, his followers, and Congress party and workers. Of course, there is nothing wrong if someone including an elected representative celebrates his success. However, four years of Maulana Qasmi’s tenure must be analysed in interest of common people and development of district. 

Being a media professional and a budding political analyst, I have tried my best to analyse Maulana Qasmi’s four years tenure. It would not be right if I blindly say it totally useless or completely useful from development prospect of Kishanganj. Since 13th May 2009 till May 2013, Maulana Qasmi, an educationist by heart and an Islamic scholar carry a mix-bag of achievements. 

I have keenly followed MP Qasmi since he assumed office and analysed his work as a critic. Sometimes I have lauded his work and sometimes I have gone heavily against him for not giving proper attention on key issues. I had series of meeting with him in last four years on various issues / topics. I am sure some of my harsh criticism must have hurt his followers and some of them had also given friendly advices to me for criticising their leader. But as a journalist and informed citizen of Kishanganj I am helpless and raising the points / issues is my responsibility. If someone finds anyone offensive, he or she must ask for clarification on same. Being defensive on questions of a journalist or a common citizen is not going to help anyone. 

If said in a layman’s language based on visibility, in a simple sentence you can say “Kishanganj has not witnessed any major development across the district”. I don’t wish to be a layman and give any unsubstantial statement in his four years. I want to be realistic and trying to jot down four years of Maulana Qasmi as MP of Kishanganj in two broad headings namely Hits and Misses. Interestingly the major terms in hits and misses are related to each other.

Hits of Maulana Asrarul Qasmi

No any corruption charge – This is really a good thing if an elected representative doesn’t face any corruption charge in India as most of the MPs are involved in some corruption. Full marks to Maulana Asrarul Haque Qasmi for being honest as an elected representative.

No any criminal case / record – Maulana Asrarul Haque Qasmi has not been involved in any criminal case. There is no any criminal case in records against MP of Kishanganj. Again full marks to him for being a clear-image politician which is very rare in India.

Excellent Speech (Speaker) – Maulana Asrarul Haque Qasmi is a famous speaker since start of his political career in 1980s. His speeches had been appreciated by public and pulled out huge crowd. Maulana Qasmi had continued his legacy after winning the election and his speeches with instances (examples) from common people’s lives and surroundings was appreciated time-and-again. Full marks for him for an effective speaker.

Softness / Humbleness – Maulana Asrarul Haque Qasmi carries a unique softness / humbleness, which impress the person on other side a lot. He is one of the few elected representatives who pick the call of masses personally instead of PA (Personal Assistant). Full marks to Maulana Qasmi for his softness / humbleness

Development Issues of district – AMU Kishanganj has remained favourite agenda of Maulana Asrarul Haque Qasmi in his four years. Maulana Qasmi’s effort for AMU Kishanganj is appreciable as he has been one of the important catalyst to push ahead the proposed centres work. 

Secular Image – Full marks to Maulana Qasmi for being a secular politician respected by people of all religious faiths, different cast and creed across the district

Misses of Maulana Qasmi

Rise in Corruption Rate – Although Maulana Qasmi is a clean-image politician, but the rate of corruption has increased many folds in Kishanganj for past four years. Be it the government offices coming under different departments, banks (bribe for loan sanction), railway reservation counters, bus stops and public places corruption can be noticed every where. Maulana Qasmi had hardly given any attention to eradicate corruption from Kishanganj.

Rise in Criminal Cases – Once again the clean-image Maulana Qasmi failed to put any hold on criminal cases. The criminal cases are raised exponentially in the district of Kishanganj. The number of criminals have also raised, who did different types of crimes. Money-snatchers are now common in Kishanganj district headquarters and other parts. If you are drawing money from bank or ATM of Kishanganj there are possibility that the gang of snatchers in bikes may forcefully take away your valuable money. Similarly, the cases of thefts, illegal activities like smuggling have raised in four years during Maulana’s tenure


Speech having no merit – The biggest strength of Maulana speech had become biggest failure (point of criticism) for him. People have started complaining that Maulana is only “Guftar Ke Ghazi” but he couldn’t proved himself as “Kaam ke Ghazi”. This is true many of his promises especially in the education sector are not fulfilled till date. 

Softness / Humbleness – The softness / humbleness of Maulana Qasmi encouraged the bad elements, criminals and even the officials from different government departments for wrongdoings. Many times tough stand was required from him but he had shown soft approach, which has been harmful for Kishanganj and its people. He was criticized widely for not taking hard step against his party and government for delaying AMU Kishanganj issue.

Development Issues – Education has always been his favourites area, Kishanganj was expecting a major uplift in this sector during Maulana’s tenure. Sad to say hardly Kishanganj had witnessed any big change in the field of education. His favourite quote remained “Maine Kishanganj Ko Talimi Lihaaz se Kerala banane ki Qasam khayi hai”. However, this could not happen in four years. 

The condition of government colleges, high schools, middle schools and primary schools has become worst. Regular classes are not conducted in almost all colleges of the district. Both teaching and non-teaching staffs of colleges remain absent many days in a month. Similarly, he didn’t have shown much interest in resolving the issues like improvement in health & sanitation, eradicating poverty and unemployment from the district. 

No any new train is introduced from Kishanganj for New Delhi and other parts of the country. Neither the much-needed stoppage of trains like Guwahati – New Delhi Sampark Kranti Express was provided at Kishanganj. The berths in Guwahati – New Delhi  Rajdhani Express had been reduced from 40 – 50 to only 6 to 8.

  • Manzar Imam Kudos! Very good report indeed, balanced, unbiased and shows worries and concerns of a young man desiring to see a better and changed Kishanganj. We know that things cannot change over a decade or so in a district which is educationally and economically one of the most backward districts of India. The tasks are huge and the challenges lie for all of us to put our collective efforts for a better tomorrow. Our representatives must take lessons from public criticism and evaluate their work It would be great to bring the report card of all our MLAs also including their work and rhetoric. And, our MP sahab should take positive constructive criticism with open heart and mind.
