Shocking Revelation Kishanganj MP Asrarul Haque spends only 31 % of MPLAD Fund

Maulana Asrarul Haque Qasmi, the Member of Parliament from the Muslim dominated Kishanganj district has been reportedly found to do very little for the people of his consituency. According to the report of TCN (Two Circles Net) Maulana Asrarul Haque Qasmi spent only 31.67 % of total fund under the Member of Parliament Local Area Development Scheme (MPLADS). The report has been prepared based on the date provided by the Union Ministry of Statistics and Programme Implementation, the nodal Ministry responsible for policy formulation, release of funds and monitoring the implementation of the MPLADS.

Under the MPLAD scheme, each MP (Lok Sabha and Rajya Sabha) has power to suggest to the District Collector for works to the tune of Rs.2 crore per annum to be taken up in his/her constituency. The scheme was started in 1993 with Rs 5 lakh for each MP, later it was increased to Rs 1 crore (1994-95 till 1997-98). From 1998-99 onwards the amount has been fixed at Rs 2 crore. Maulana Asrarul Haque has got Rs 3 crore as MPLADS but he spent only 0.95 Crore.

The MPLAD scheme empowers MPs to recommend works of developmental nature for creation of durable community assets and for provision of basic facilities including community infrastructure, based on locally felt needs. Funds for MPLADS, a centrally sponsored scheme fully funded by the Central Government, are released in the form of Grants-in-aid directly to the District Authorities.

According to the rules, works, developmental in nature, based on locally felt needs and always available for the use of the public at large, are eligible under the scheme. Preference under the scheme is given to works relating to national priorities, such as provision of drinking water, public health, education, sanitation, roads, etc. moreover, MPLADS works can be implemented in areas affected by natural calamities like, floods, cyclone, earthquake, drought, Tsunami, etc.

Now the question arises here, doesn’t Kishanganj need any of the abovementioned eligible works? Indeed, Kishanganj needs badly many of the above mentioned points because it lacks basic civic amenities like drinking water, health, education, sanitation and roads. We should question our own MP Maulana Asaraul Haque Qasmi what he did with rest of the fund. If he would not use the fund properly then what we can expect from his presence as a sensible leader in Kishanganj.

  2. I would say that Kishanganj fate is like this.......when outsiders come ( Shahabuddin, MJ Akbar, Shahnawaz Hussain,etc) they are like hungry lions they come once in while hunt in the forest of kishanganj and go back with satisfied stomach.

    People have tried two times to mold this tradition but failed - Mr Akhtarul Imaan has also failed to serve the surjapuri people ( lamba race ka ghora)
    another case with Mr. Maulana also has failed to serve the surjapuri people being a surjapuri

    We were expecting Maulana sb as a education symbol but it was our big mistake , he has not been able to start single educational project in kishanganj district.
    Again he has become a silent spectator on AMU issue.
